    Job Description

    Responsible for providing consulting services for the development, implementation and improvement of our clients’ global mobility programs, processes and policies.  Key activities include:

    Required Qualifications

    A Day in the Life:
    Providing analytical support for compensation functions including but not limited to geographic market reviews, hourly progression rate changes and annual increase recommendations 
    Talent Quest Assessment administration – annual salary planning and performance reviews (mid-year and year-end) 
    Timely analysis and delivery of HR data related to headcount, turnover and other human capital related statistics 
    HQ bonus administration, tracking, and payments, job evaluation, market pricing and salary recommendations 
    Administers, provides support for and oversees annual salary planning, performance management, and goal-setting processes. Collaborates with systems administration to ensure data feeds are accurate, trains employees and field admins on system functionality, and participates in future functionality development efforts as needed. 
    Administers company incentive plans; responsible for pay plan templates and initial payment calculations for HQ plans. Creates bonus templates for headquarters employees, distributes, and maintains signed copies. Tracks new hires, promotions, transfers, terminations, and sends updates as needed for signature and filing. 
    Maintains, edits, and consults with field regarding DC/store bonus templates. Ensures latest templates are available on company intranet site. 
    Manages the job evaluation process to ensure internal equity and external market competitiveness. Conducts job benchmarking using comparative salary survey data. 
    Provides salary survey submissions as needed and requested. 
    Researches questions regarding match appropriateness. 
    Performs market pricing activities including utilizing online market pricing tool, generating a recommended salary range. 
    Participates in salary surveys when necessary. Provides promotion/new hire recommendations as needed. Ensures job codes in market pricing tool match codes in use. 
    Assists with pay range/rate updating, analyzes competitiveness of pay ranges/rates, including mandatory minimum wage adjustments. 
    Maintains job description database for all company positions. Audits descriptions on periodic basis to ensure accuracy and ensures complete descriptions are available for HQ and field use (e.g., for job postings). Works with parent company to request and modify job codes. 
    Prepares routine and ad-hoc reports and presentations on demographic profiles, turnover, headcount etc. for internal HR management and department leadership. 
    Manages databases, works with the ESC to ensure data integrity, and performs trend analyses on historical pay, turnover, recruiting, headcount, etc. 

    What you’ll need: 1-3 years’ experience working as a Compensation Analyst Bachelor’s Degree, or equivalent experience, required. Previous experience with online market pricing tool. Excellent HRIS (preferably PeopleSoft) skills, particularly with queries Expert excel skills required and must be proficient with other MS Office Products: Word, PowerPoint, and Outlook. Working knowledge of compensation principles and practices for broad-based salaried and hourly compensation programs. Direct experience with analyzing large, complex data sets and interacting with relational databases. Ability to develop recommendations to management levels. Adaptable, resourceful and able to work in fast moving environment. Excellent verbal, written communication skills and strong attention to details.     Job Summary

    The Payroll and Benefits Administrator is responsible for the day-to-day administration of payroll and employee benefit plans including medical, dental, vision, Life/AD&D insurance, salary continuation (formerly STD) and long-term disability insurance, defined benefit and defined contribution plans, COBRA, leave of absence and flexible spending account.  This position handles disability claims and ensures compliance with applicable laws, regulations and company policies.  It also serves as Wellness Coordinator for the cooperative.    

    Key Responsibilities

    1.      Serve as single point of contact for employees, retirees and directors with respect to benefits enrollment, benefit program options, questions regarding qualified life status changes.  Coordinate  conversion to retiree insurance, pension options and COBRA continuation at termination.  Coordinate annual open enrollment process and communications with stakeholders.

    2.      Respond to benefit and payroll inquiries by employees, spouses (with permission of employee), insurance companies and third-party providers.  Serve as a resource to employees on any payroll related questions, including paid time off, catastrophic illness leave, disability/FMLA leave or tax inquiries.

    3.      Serve as primary contact with benefit vendors, consultants, brokers and auditors regarding ongoing plan administration.  Ensure that vendor processes are in place and working properly.  Resolves discrepancies and issues on claims.

    4.      Administer benefit plans and programs.  Ensure all benefits data is entered correctly into company and provider systems.  Provide input and suggestions for enhancements to insurance and retirement programs to ensure high-quality benefits at the lowest cost.

    5.      Establish and maintain familiarity with provisions of existing as well as new federal and state laws to help determine impact on benefit plans and ensure compliance with COBRA, HIPAA, ERISA, FMLA, ADA, PPACA and other federal and state regulations.

    6.      Ensure all benefit plan documents, SPD’s, SAR’s and required notifications are current and distributed as required.

    7.      Serve as backup liaison to worker’s compensation provider.

    8.      Coordinate and implement Wellness program and initiatives.  Coordinate health fairs for cooperative employees.  Coordinate community health fair at Annual Meeting.

    9.      Coordinate any necessary HR intranet development with Information Services; manage the Benefits page on the intranet site. Process bi-weekly payroll and associated changes (taxes, benefits and direct deposits).  Sets up new deduction and benefit codes in payroll system and maintains the same. 

    10.  Maintains bi-weekly reconciliation of gross/net wages, state, federal, FICA and Medicare taxes as well as section 125 benefits, 401(k) and 457(b). 

    11.  Works with Accounting on bi-weekly payroll process, quarterly and annual tax filings including comprehensive review of draft W-2’s.  Prepare and upload W-2 information to NRECA and other agencies as required by law.

    12.  Administers and process garnishments including disbursements.  Coordination of the same with affected employee, Accounting, and garnishing entities as necessary.

    13.  Processes all earnings, tax, deduction and benefit changes to ensure the accuracy of W-2’s. 

    14.  Manages the taxable benefits such as company owned vehicles-transportation (quarterly) and insurance over 50k on a bi-weekly basis.

    15.  Calculates and updates paid time off benefits for part time employees each pay period.

    16.  Conducts monthly review, reconciliation and payment processing of benefit invoices.  Works with benefit providers on any billing or payment issues.

    17.  Along with the HR Manager ensures compliance with board policies relating to payroll and benefits. 

    Required Education, Knowledge, Skills and Abilities

    ·         Bachelor’s degree in a related Business field.

    ·         CBP (Certified Benefits Professional) and/or Payroll certification is required.

    ·         Five years’ experience in administration of benefits plans including health and welfare, defined benefit (pension) and defined contribution (401k) plans.

    ·         Five years’ accounting and/or payroll experience required.

    ·         In-depth knowledge of, FMLA, COBRA, HIPAA, ERISA and Section 125 with a working knowledge of OSHA.

    Job Summary

    Responsible for overseeing the compensation and benefits programs. Researches, designs, implements, and administers various compensation and benefits programs for the company. Acts as a strategic business partner to ensure that HR processes, programs, and systems align with the company goals and objectives. Leads the planning, design, and implementation of compensation and benefits programs including pay structure, variable incentive plans, social benefits/wellness and insurance. Ensures thorough audits, reports and personal contact that company compensation programs are consistently administered in compliance with company policies and government regulations.


    • Monitor the effectiveness of existing compensation, benefit, and HRIS policies, guidelines and procedures; recommend plan revisions and/or new plans which are cost effective, consistent with market trends and corporate objectives, and designed to attract and retain employees; coordinate implementation and provide guidance to HR managers.
    • Manage the design, development, and administration of employee health and welfare programs, including communication to employees and former employees about benefit programs, procedures, changes, and government-mandated disclosures.
    • Work closely with third-party vendors to benchmark and identify industry and market trends and provide competitive benefit programs that support the company's goals.
    • Develop open enrollment materials, Summary Plan Descriptions and any others miscellaneous benefit communications.
    • Manage the administration of direct compensation (executive, exempt and nonexempt compensation programs) for all employees including the processing, recording and reporting of compensation-related actions taken on salaried employees.
    • Provide advice on pay decisions, policy and guideline interpretation and job evaluation including the design of creative solutions to specific compensation-related programs.
    • Supervise the participation in and conduct of both exempt and nonexempt salary surveys to ensure corporate compensation objectives are achieved.
    • Develops effective compensation programs, variable plan design, pay decisions, job evaluations, guidelines and procedures. Recommends plan revisions.
    • Maintain working knowledge of legislation that may affect compensation and benefits policies/practices, including ACA, ERISA, FLSA, FMLA, ADA, COBRA and other applicable Department of Labor (DOL) and/or tax laws and regulations; fulfills compliance and reporting requirements.
    • Prepare data for executive management review, in collaboration with HR leadership and HR Analyst.
    • Ensure financial internal controls are adequately designed to minimize the risk of fraud, and a material misstatement in the financial statements. Also ensure the financial controls operate effectively throughout the year.
    • Partners with the finance team for employee payroll processing; including changes, updates, payroll, taxes and year-end.


    • Bachelor's degree in human resources, business or related field.
    • 7 years progressive compensation and benefits experience including 2 years leadership experience.
    • Certified Compensation Professional (CCP) designation, or CBP (Certified Benefits Professional) preferred.
    • Experience with Ceridian or similar Human Capital Management system.
    • Demonstrated proficiency in laws and regulations governing benefits including Affordable Care Act, ERISA, HIPAA, IRS regulations, Section 125, and COBRA.
    • Demonstrated proficiency in laws and regulations governing compensation including FLSA and Title VII.
    • Advanced proficiency with Microsoft Office Suite.
    • Demonstrated successful ability to build positive relationships and partnerships across the organization.
    • Excellent organizational skills, including ability to multi-task and prioritize workload.
    • Ability to think strategically with supporting analytical skills.
    • Ability to work with mathematical concepts. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical solutions.
    • Excellent interpersonal and communication skills with the ability to interact with all levels of the organization.
    • Must have ability to manage projects, work independently, and communicate effectively to all areas and levels of the organization.
    • Ability to handle confidential and sensitive information.
